For such phones, and the older ones, unofficial developers have started creating Custom ROMs. These custom ROMs can be considered the unofficial Android 10 updates. As the developer community gets wider, Android 10 custom ROM is now available for more and more devices every day. Latest of these phones are OnePlus 5/5T, Redmi Note 4, Redmi Note 6 Pro, LG V30, Samsung Galaxy Tab S5e, Redmi Note 5 Pro, OnePlus 6/6T.

Needless to say, most of these ROMs are currently experimental in nature. They may be very unstable, have some flaws in the experience, or even work perfectly.
